[Game] All Legendary Pokemon Tier List Based on Lore Strength (Excluding Unevolved Forms, Regional Forms, Including Ultra Beasts and Paradox Pokemon)
Ultra Beast & Paradox Pokémon are easy to find in Ultra Space, the future, or the past, and their base strength is weaker than other sub-legendary Pokémon, so I gave them the lowest rank. For reference, Silvally and Gouging Fire are also F-rank for the same reason. D-rank Pokémon consist of ordinary sub-legendary Pokémon and Paradox Pokémon. C-rank Pokémon are described as stronger than other sub-legendaries in the Pokédex or anime, or are capable of overpowering other Legendaries. B-rank are just your average super-legendaries. Some of you may not understand why Zacian is here, but that's only in 8th generation competitive battles, and it's not that strong in the lore. Pokémon A-rank and above are terrifying Pokémon that can destroy the world or manage something enormous (ex: spacetime, life, destruction, balance, light, darkness, death, birth, land, space, sea, energy, etc.).
