Flicker Skill Mechanics This build maximizes the ultimate cooldown reduction through Flicker Step, quickly bringing the rotation rate of the main skill, Unstable Currents. By using Unstable Currents, it has the principle of randomly outputting various Shock skills for 10 seconds and increasing damage.
1. If you put Teleport on the enchantment slot, you can use Teleport with a cooldown of about 13 seconds, assuming you have equipped Shako.
2. Due to the overflowing energy effect, which is a core passive skill, the cooldown of the enchanted Teleport skill is reduced in an instant.
3. Wearing Flicker Step and using the enchanted Teleport skill greatly reduces the cooldown of the ultimate skill.
Using Unstable Currents -> Using Enchanted Teleport (shield generation) -> Crackling Energy hits the enemy -> Deleting the cooldown of Enchanted Teleport and Unstable Currents (Ultimate) -> Teleport (shield generation) -> Cooldown deletion... Infinite loop

Learn any basic skill, but be sure to learn Fire Bolt. We plan to put Fire Bolt in the specialization (enchantment) slot and utilize burning damage.
In the Core Skills tab, I invested skill points through Destruction (1) - Elemental Dominance (3) so that damage is increased by 9% if mana is 50 or higher.
Chain Lightning was able to acquire a lot of Crackling Energy by using Destructive Chain Lightning.
The reason I took Lightning Spear is simple. This Flicker build can be said to have the fastest ultimate cooldown deletion effect based on all characters. The ultimate description of Unstable Currents has a tooltip explanation that all Shock skills are randomly output for 10 seconds. The lower passive of Lightning Spear, Destructive Lightning Spear, has a damage reduction effect of 25% for 3 seconds, so the damage reduction effect is directly related to survival for the close-range Charged Bolts build, so I thought it would be useful, so I invested 1 point each.
Learn Elemental Attunement (1), Glass Cannon (3), and Teleport to Shimmering Teleport. This build uses Teleport every 1-2 seconds based on elite monster groups, as well as the Unstable Currents ultimate. Therefore, you can always receive the damage reduction effect of Teleport.
Fire Shield and Ice Armor can be used by utilizing Shako without investing skill points. If you don't have Shako, remove skill points from other passive skills and be sure to invest in Fire Shield and Ice Armor.

I only took 1 point in Precision Magic. If you don't have Shako, you must recover the points from this skill and invest them in Fire Shield and Ice Armor.
I'll only take Ice Blades up to Enhanced Ice Blades.
You can take Lightning Spear up to Summoned Lightning Spear, but if you don't have Shako as above, you must remove the Summoned Lightning Spear points (thinking about it now, since the close-range enemy has a constant stun effect with the Teleport and Raiment of the Infinite collaboration, I don't think it's necessary to take this passive).
Invest 3 points in Conjuration Mastery. I don't use Lightning Spear directly, but I explained it earlier. This build has the most extremely reduced ultimate cooldown and the fastest rotation rate among all classes. Up to 5-10 Lightning Spears can be summoned through Unstable Currents.
Be sure to master the damage reduction and mana shield passives, which are national soup skills.

I invested 3 points in Devouring Blaze and invested 3 more points in the necklace, applying a total of 6 skills. Skill damage has increased quite a bit.
Of course, master Charged Bolts and utilize the Sorcerer's Charged Bolts. No matter how many Starless Skies you have, the mana consumption is quite high because the base cost starts at 50, so you may suffer from a lack of mana. Please play while eating Zae's.

By using Overflowing Energy, the cooldown of the ultimate and Teleport is greatly reduced.

Starting Board : Tactician Glyph Since it is a build that is constantly maintained during combat unless the shield is broken, I think the 10% damage increase when maintaining the shield of the Tactician Glyph is a very valid option. In addition, we secured non-physical damage and elemental resistance by activating the synergy of rare nodes.
Enchantment Master Board : Elementalist Glyph A glyph that increases damage by 5% per stack of elemental damage, increasing up to 15%. Here, we also secured various non-physical damage and elemental resistance, and opened the node path a little more to increase non-physical damage.
Elemental Summoner Board : Reinforcement Glyph / Elemental Summoner Legendary Node We increased maximum mana through the Reservoir Node and increased attack speed through the Rapid Conjuration. By adopting the Reinforcement Glyph, we brought a 15% damage reduction rate when maintaining the shield, and similarly secured elemental resistance from rare nodes.
You can learn the Elemental Summoner Legendary Node by investing 3 points, so we adopted the Legendary Node. I thought the efficiency would be poor, but my mind changed when Lightning Spear hit 300,000 to 400,000 per hit. You only need to invest 3 Paragon Nodes on the way down.
Combustion Instinct Board : Flamefeeder Glyph I was quite worried about the Control Glyph, but there were many situations where I was more disappointed with the boss damage than the lack of the Control Glyph when mapping, so I chose the Flamefeeder Glyph, which can increase the boss damage together. Here, we used the fire damage reduction node to reduce the amount of damage taken from burning enemies.
Frigid Fate Board : Adept Glyph / Frigid Fate Legendary Node We adopted the Frigid Fate Legendary Node to increase multiplicative damage, and increased the hit range of Charged Bolts orbs through the Adept Glyph. Also, on this board, we activated the damage reduction node to vulnerable enemies to further secure 12% damage reduction.
Electrocution Board : Exploit Glyph Here, we selected a rare node that increases the maximum mana amount, and selected an increase in damage dealt to vulnerable enemies through the Exploit Glyph.
Burning Heat Board : Destruction Glyph I think 39 Dexterity is not bad. Multiplicative damage is increased upon critical strike. Since the Elementalist's Aspect has been applied, I think the damage application conditions of the Destruction Glyph have been relaxed.
Steward Setting
I used Tempest and Adrenaline Governing Stones.
Through Eternal Night in Tempest, all skill levels were raised by 4 during combat, and a damage reduction of 10% was applied through Bolstering Support, and a damage reduction of 15% was applied through Safeguard Support.
For reference, it has become easier to maintain the Sorcerer's Bolstering than in the previous season, so I think it is a meaningful construct.
On the Adrenaline side, we were able to maintain the constant Adrenaline effect by matching the cooldown and duration through Duration Support and Tactical Support, and we were able to apply a 50% damage increase by increasing the effect of Adrenaline by 150% through Genesis.
In conclusion..
I'm glad that the Charged Bolts build, which I thought was dead, has come back to life to some extent. I was going to introduce the Charged Bolts Flicker build through Avalonian, but there are so many things to overhaul from Aspect Imprinting to Paragon Board and Skills, so I will introduce this part later.
