The Democratic Party of Korea to push for 'eSports Promotion Foundation' and 'Full Amendment to the Game Act'
The Democratic Party of Korea (led by Chairman Lee Jae-myung) has pledged to establish an eSports Promotion Foundation as part of their general election platform. The Democratic Party aims to develop Busan into a mecca for eSports and establish base facilities.
On the 25th, the Democratic Party stated, "eSports has been incorporated into the plan to make Busan a global cultural tourism city that people around the world seek out." They added, "To develop Busan into an eSports mecca, we plan to establish an eSports Promotion Foundation and create base facilities such as international competition venues, a hall of fame for legendary players, and museums."
The Democratic Party has also pledged to improve laws and regulations to promote the eSports industry and introduce tax credits for tournament operations.
Previously, Lee Jae-sung, a candidate running in Saha-gu (B), Busan, announced an eSports pledge. Lee, a former executive at NCSoft, publicly stated that he would attract an eSports stadium with a capacity of 100,000 people to Dadaepo, Saha-gu, Busan. Lee Jae-sung is competing against Cho Kyung-tae, a People Power Party member who is seeking his fifth term in the region.
If Cho Seung-rae, who is running for his third term, is elected, he will push for a full revision of the Game Industry Act in the next National Assembly. Currently, Lee Sang-heon and Ha Tae-kyung of the People Power Party have each proposed full revision bills. However, with little time remaining in this National Assembly session, they are essentially being evaluated for disposal. Furthermore, both representatives were eliminated in the primaries and cannot re-introduce the full revision bill of the Game Industry Act in the next National Assembly.
The core of the full revision of the Game Industry Act that Cho Seung-rae is trying to promote is to separate the legal concept of game products from arcade games like 'Sea Story' and general video games. Experts agree that the current law targets 'Sea Story,' making the content regarding pure promotion insufficient. In addition, Cho plans to subdivide the current National Assembly Cultural Content Forum into a 'Game Forum' (tentative name) and launch it as a research group. To launch a National Assembly research group, the consent of at least 10 members, including those from other parties, is required.
An official from Cho Seung-rae's office stated, "We aim to promote a full revision so that the games we generally enjoy can develop more freely and in various forms by separating the concept of game products." They added, "We will provide legal support so that young developers and small and medium-sized game companies can create more freely."
In this National Assembly, Cho Seung-rae added games to the scope of culture and arts. The plan is to create a legal foundation so that games can develop as culture and art. An official from the office emphasized, "We will remove the parts that are being held back by game addiction issues and gambling issues, and ensure that pure games are recognized as a genre of culture." They added, "We will continue to pay attention to the gacha item part that users are dissatisfied with so that it can be monitored by law."
