Velvet Cookie	Tier 4	One-trick grab skill. Difficult to land basic attacks and lacks a dash, making it harder to use than Ice Pop Cookie.
Fruit Cookie	Tier 4	Pushed out of the tank meta, and a severe ultimate health non-recovery bug makes it almost unusable. Difficult to utilize outside of healer/3-tank compositions.

· Tier 3 Cookies often have specific strengths but struggle to climb to higher tiers due to not fitting the meta or having clear weaknesses.

Dark Choco Cookie	Tier 3	Difficult to utilize tank value. Disadvantaged by the dominance of melee characters like String Cheese Cookie, Melon Soda Cookie, and Jungle Warrior Cookie.
Ice Pop Cookie	Tier 3 (Bottom of Tier 4)	Ultimate ability is efficient, but basic attacks are hard to land, giving it similar limitations to Dark Choco Cookie.
Madeleine Cookie	Tier 3	Ultimate ability has a long wind-up, making it easy to dodge. High HP, provides a 20% shield when using ultimate, and good special skill utility. Rated better than Dark Choco Cookie or Ice Pop Cookie.
Bacon Roll Cookie	Tier 3	Ultimate damage (1900~2000) is good but hard to land. Dash delay is an issue, and while the ultimate is efficient, opponents often dodge it.
Rye Cookie	Tier 3	Lower damage than Baka. Can poke and pierce with one ammo slot without charging. Low damage and an ambiguous ultimate damage (320 damage) make its value lower compared to other characters.

· Tier 2 Cookies demonstrate strong performance, but they have specific weaknesses or meta disadvantages compared to Tier 1 Cookies.

Brave Cookie	Tier 2 (Tier 2.5)	Despite a 30% nerf, still maintains good performance among tanks. Rated as Tier 2, second only to Strawberry Crepe Cookie.
Six-Shot Cookie	Tier 2	Effective against the tank meta. Good mobility (6-second dash cooldown) and strong against Chili Pepper Cookie counters. Has basic attack delay but can hit-and-run, with both high and low ultimate potential.
Baka	Tier 2	High value when used with compositions that can cover Chili Pepper Cookie (String Cheese Cookie, Strawberry Crepe Cookie). Performance drops when used solo.
Blue Slushie Cookie	Tier 2.5 (Closer to Tier 3)	Damage is not bad, but opponents often dodge its ultimate, making its tier difficult to determine.
Jungle Warrior Cookie	Tier 2 (Tier 1.5)	Good for picking off solo players and has lifesteal. Synergizes well with Baka/Strawberry Crepe Cookie compositions. However, easily countered by Six-Shot Cookie, Chili Pepper Cookie, and String Cheese Cookie.

· These are the Tier 1 Cookies that boast the strongest performance in the current meta. They possess excellent skill sets and high potential.

Chili Pepper Cookie	Tier 1	Boasts perfect performance with basic attack delay removed, increased hitbox, and damage boost. Capable of burst damage even against tanks (600 damage per basic attack, 4-5k including ultimate), making assassination and ultimate reaction almost impossible.
Melon Soda Cookie	Tier 1 (Tier 1.5)	Strong in close combat and capable of lane fighting against String Cheese Cookie. Possesses an ultimate barrier, healing, and powerful basic attack damage. A strong Cookie that even Chili Pepper Cookie struggles to assassinate. Rated on par with Strawberry Crepe Cookie.
String Cheese Cookie	Tier 1 (Rank 1)	The biggest beneficiary this season. Special skill (movement speed increase), and the HP of its mortar-type cannon has significantly increased, making it difficult to destroy. Dash and basic attack range are very long, and wind-up is also good. Considered the strongest among Tier 1.
Strawberry Crepe Cookie	Tier 1 (Tier 1.9)	Highly utilized as a counter-composition to String Cheese Cookie, alongside Melon Soda Cookie. Excels at overwhelming tank lines and possesses powerful performance that even Brave Cookie struggles to overcome.

· Currently, the four Tier 1 Cookies in Cookie Run: OvenSmash 3v3 battles are String Cheese Cookie, Chili Pepper Cookie, Melon Soda Cookie, and Strawberry Crepe Cookie.
· Chili Pepper Cookie, Melon Soda Cookie, and Strawberry Crepe Cookie, who were strong since the previous balance patch, remain powerful, and String Cheese Cookie has risen significantly with this patch.
· If you have already developed these Tier 1 Cookies, it is recommended to continue using them. If not, it is best to prioritize developing them.
