Starlight Billy is a main damage dealer who dashes towards enemies while consuming HP, then recovers HP with high-multiplier attacks. This character focuses on counter-attacks, activating a special skill just before an enemy attack to successfully parry, using this as a starting point for gauge and combo building. While various skills can be chained, the basic operation is relatively simple. The key stats are Critical Rate and Critical Damage, and it's recommended to set all skill levels to maximum.

For weapons, the signature weapon 'Starlight Visor' is the most powerful, providing buffs to HP, Critical Rate, and additional physical damage. As an alternative, other limited-time weapons or A-rank event distribution weapons can also be considered. For driver disks, a 4-set 'Character Enhancement' and a 2-set 'Critical Damage Increase' are recommended. It's important to secure Critical Rate or Critical Damage, Physical Damage, or HP% as main stats. For sub-stats, after securing over 90% Critical Rate, prioritize Critical Damage and HP%.

Billy's gauge fills up each time an attack hits an enemy. When it reaches a certain level, enhanced normal attacks can be used. These enhanced normal attacks have a high multiplier of over 2000%, dealing significant damage. The gauge can also be acquired through special skill counters, dodges, and combo skills, in addition to normal attacks. The basic operational flow is to build gauge with attacks and use enhanced normal attacks when the gauge is sufficient.

The special skill consumes HP and involves dashing on a motorcycle. If an enemy attack is received during the dash, a guard is activated, leading to an immediate final blow and significant gauge accumulation. If you input movement while using the skill, it transforms into a drift. If an enemy attack is received during this drift, it leads to a counter-attack with high gauge acquisition. The special skill consumes HP upon activation, and cannot be used when HP is below 25%. HP management is crucial as it can be recovered through successful attacks or by using enhanced special skills.

The basic composition is Billy (Main Dealer) - Dia (Echo) - Lucia (Supporter). Lucia is currently considered the most powerful main dealer supporter and is essential for maximizing Billy's performance. It's recommended to acquire her during her pickup period. For A-rank supporters, Fang or Astraea are recommended, and Trigger can be effective as a breaker unit.

Billy's combos can be broadly divided into two types: rapidly attacking with normal attacks without consuming energy, and using enhanced special skills by consuming energy. The normal combo naturally follows the special skill with a rapid succession of normal attacks. The energy-consuming combo involves activating the enhanced special skill after the final blow of the special skill. Combos activate Critical Damage buffs (90% increase) and damage buffs (up to 40% increase). Generally, operate with normal combos, and it's best to utilize enhanced skills during break times.

It's more efficient to use Billy's enhanced special skill for burst damage rather than HP recovery. During a stagger state, it's recommended to fill the gauge with normal attacks, use Billy's combo skill, then sequentially use Power Control, Willy, and the enhanced special skill for burst damage. The ultimate skill's damage is concentrated in the final blow, so use it when there is ample stagger time. The enhanced special skill 'Footwork' recovers 15% HP when used after Willy, and the enhanced special skill 'Grip' recovers 30% HP, which can also be used for emergency escapes.

The skill investment priority is recommended to be at least level 7 for Dodge and Parry, and level 11 or higher for the rest. Billy's disk set is fundamentally fixed at 4-set 'Unkyusan', with additional choices like 'Water Lily's Sound' (Physical Damage Increase). To achieve 100% Critical Rate in-game, you need to secure 68% Critical Rate. For disk slots, Critical Rate/Critical Damage, Physical Damage Bonus, and HP are recommended. Alternative engines include the previous event's 'Azure Wave Pot Fulze' or dedicated engines like Yi Xuan and Ban Xue.
